Every vendor already on record carries four scores out of 100 from the projects they have delivered for N.S. Construction. Those four are weighted into one past performance figure, which is blended with the proposal score for existing vendors. A new vendor is scored on its proposal alone, and the grid says so on the row.

For an existing vendor the blend is 60 per cent proposal and 40 per cent record. Any vendor whose record falls below 50 is flagged whatever their proposal says. Both are changed per run under Weights on the Evaluation step.
